I'm staying in BGC as I write this, and so far PH most aggressively mediocre place I've travelled to in Asia. In terms of value for money for a city, I would say Kuala Lumpur is the best in all of Asia, high-quality apartments at a good price, high-quality restaurants, has a car scene if you are a car guy. Been living here for few months and absolutely love it. Chosen to live near the sea and can go on walks on the beach when fancy it as well as enjoying a - small - but animated city center from time to time. If you search a little you can find restaurant Jems and go very easily to some cute places around such as Howth, Malahide and others. The downs : cost of living and fluctuating weather but at least you see the sun once in a while !
