Getting better from what I hear, but still probably not the best time to visit.

Not necessarily because of any threats to personal safety, but because of blockades and general difficulties in getting around. La Paz especially will have lots of roadblocks around.

Cowork is the most reliable I'd say, plus the internet is fast. I am currently in Capresso in Pando street next to Hupermall.

There is an even better coffee shop in Cochabamba called Typica. Lot's of good coffee places to work remotely from. Been tempted to make a blog about it or a website.
