I stayed in Rotterdam for about a week in early 2022. It's an interesting city, but not very large. A local could show you the best parts in a day or two. I found it to be somewhat expensive. I think it's more geared toward business, so unless you have something specific to take care of, there's no reason to go back.

Nice and clean modern city. Nothing about it fitted my preconceptions I had as a European about Brazil: I though it'd be dangerous with favelas everywhere. It may be cheap but if you want to live in a good location with swimming pool, go to nice rooftops and restaurants, use taxis then it is similar cost to western countries. In many areas there are no sidewalks, big and dangerous traffic all the time, pollution, taxis do not want to go with meter, it can get really hot. Definitely try to live by the metro. Many foreigners, mostly friendly people, cheap
