I don’t understand these comments about homelessness and drug abuse. This is nothing at all compared to major cities. Madeira in one of the safest places in Europe, is extremely clean and well kept. I mostly agree to another negative feedback, although I don't think it's really 1/10 city, but overall, yes, it's also one of most unlikable cities I've been nomading to (and I've been to basically all countries of Europe as of now).
