I lived in Chongqing for about 5 years. I mostly love this place but it's not easy for Westerners unless you can speak some Chinese. But with a smartphone you can translate anything you need to say. It is still great and you can find really cheap apartments (300-400$) and restaurants (2-3$ for a main). Wouldn't recommend staying there during the burning season.
