Once you figure out housing (not an easy thing but doable, especially once you stop looking in the touristic areas), Lisbon is a very charming, safe (even though I'll admit this is getting worse in certain areas), and fun city to live in. I've been hanging out in Berlin on and off for 30 years. It is very safe for women. It is much friendlier than it used to be. There are loads of vegan restaurants now. Lived in Prague for 8 years. It's a beautiful international European city. Never learned Czech, but was fine. Almost all cafes and restaurants have English menus. Coworkings cost somewhere from 70-120โฌ depending if part time or full time. Then you can go almost anywhere around walking, and by bus to the mountains. Compared to Berlin, the Internet is much faster and cheaper. Simyo has 20โฌ prepaid cards that give you 60GB data x month.

Lived in Bogota for 2 months, living with a local was great. The Bogota restaurant scene was amazing if you stay mostly in the tourist or rich parts of Bogota, outside of the tourist parts I only found a couple of good restaurants. I don't know exactly how Barcelona is still considered safe but it's far from it. It's probably the most dangerous city to live in Madrid and one of the most dangerous in europe, with constant pick-pocketing and even violent crimes to get your wallet and phone in certain areas.
