Great city in Southern Taiwan on a major port. Lots of stuff to do if you like the outdoors. A mountain to climb, a beach to go to, and trains and buses readily available to go to surrounding outdoor activities. Cons: English speaking is not great, but the locals are. And even if you don't speak Mandarin they will do their best to help you. Plenty of English speaking doctors, dentists etc. Most restaurants have a double menu. Locals smoke everywhere, all the time, including inside hospitals and schools. This is illegal in Taiwan, but not enforced in Kinmen. Traffic safety is awful. The police will not investigate traffic incidents and people responsible are not held accountable. This county is not female-friendly. Women are expected to marry and have children/ be seen and not herd. Don't be deceived by female school principals and county official. They have no authority over the men in lower ranks. Not sure where the last person went in the city for him/her to say that there are zero expats. Throughout my years with Davao, I would bump into at least 20 expats in one night out in just a single area. Davao City is only boring if you don't know where to go, and as someone who lives outside of Davao, I find myself coming back more than five times a year for the people, the culture it has, and how conveniently close it is to beautiful vacation places.
